It’s actually not that hard. Just make sure you have a big enough tortilla and that you aren’t trying to stuff too much. From there its all about the folding technique.
The artist proposes a monument to Ronald Reagan, who famously squatted out a pile of shit known as Starve the Beast doctrine. The pile has increased through successive tax cuts by likeminded presidents, who ignore the promise of only increased debt at its core. By now the pile of shit has overshadowed the ideas of even our most hallowed presidents of the pre-Reaganomics era. A good cartoon.

This cartoon reminds us that a very large quantity of grain must be fed to that pig to get it to be that fat. Most of that grain goes towards supporting the pig’s own metabolism, then a much smaller percentage goes towards milk production for those suckling protesters.
What the cartoonist is trying to argue, is that we’d all be better if we just fed the grain to the protesters directly, bypassing the metabolic losses of the pig to be benefit of everyone (except the pig). A good cartoon.
